Country Context

South Sudan is facing a deeply complex humanitarian crisis shaped by chronic internal displacement, subnational violence, recurrent flooding, and severe food insecurity.

The outbreak of conflict in Sudan in April 2023 has significantly intensified pressure on the country, with 1.3 million individuals having crossed into South Sudan between 2023 and 2025 and a further 124,000 arrivals projected into 2026. Despite hosting this expanding refugee population alongside nearly 2 million internally displaced persons, South Sudan continues to uphold asylum space.

Connectivity & Access

South Sudan has one of the lowest connectivity rates in the world, with just 18% of the population covered by 3G networks, 15% by 4G. Prolonged conflict has caused significant damage to mobile network infrastructure, while poor transport conditions, high fuel costs, and mass displacement further compound the challenge of building and maintaining connectivity in the country.

In partnership with MTN South Sudan, we are designing a holistic support portfolio to advance digital inclusion of refugee-hosting areas. Our efforts will focus on expanding network use and device affordability, while strengthening digital skills.
