Introduction

Ethiopia hosts 1.1 million refugees and asylum seekers, the third-highest number in Africa. The Government of the Federal Democratic Republic of Ethiopia recognizes the value and potential of digital inclusion in the country and has made significant strides in connecting the population, including refugees and host communities. Whilst a recent liberalization of the telecommunications market has opened the door to greater connectivity and growth of the sector, data on refugee connectivity is scarce.
